Job Description

This position serves as member in the formulation of plans and the execution of the overall material management activity at a corporate level and assists in the planning and execution of specialized material management functions or may serve as the Logistics Director on medium- to large-sized Engineering, Procurement, Fabrication, and Construction (EPFC) projects.

This role directs the development of all logistics activities including, but not limited to, material identification, Request for Quotations, equipment and material delivery and project close-out. This position provides general and direct supervision to assigned material management activities, primarily related to logistics and other interfacing disciplines that include material planning, purchasing, expediting, and field material management.

This role, in conjunction with Project Quality Management, ensures effective integration of Supplier Quality Surveillance into the Material Management work process. This oversight should be done in accordance with general business acumen, corporate Operating System Requirements (OSR), and the established project and Material Management Plans, policies, and procedures. The person in this role maintains knowledge of business unit activity and keeps the Global Logistics Director or his direct reports informed concerning logistics and project execution matters.

• Perform project logistics execution
• Develop and implement logistics strategy
• Execute complex logistically challenging capital projects and ensure successful execution associated with the logistics component of the project(s)
• Perform activities associated with lump sum and cost reimbursable capital projects
• Oversee activities pertaining to global commerce and trade, as well as global trade compliance standards
• Develop high level logistics strategies for complex capital projects
• Prepare complex logistics plans and associated logistics budgets (cost and hours) for large size projects
• Execute complex logistics plans
• Ensure logistics implications are managed regarding Export Credit Agencies finance requirements on projects
• Develop complex scopes for logistics contracts (i.e., logistics surveys, transportation, freight forwarding, export packing, customs clearance, etc.)
• Ensure compliance with International Commercial Terms (INCOTERMS) and regulations associated with import/export
• Coordinate domestic and international shipments in all modes of transportation
• Prepare logistics plans and budgets (cost and hours) for medium to large size projects
• Provide shipping duration for the planned modes of transportation
• Route and arrange transportation of shipments
• Develop Project Logistics estimate
• Evaluate traffic related proposals such as inland carriers, freight forwarders, export packers, charter shipments, ocean, air, freight rate agreements and custom brokers
• Coordinate transportation for normal loads, special oversized loads, hazardous and Complex international shipments by all modes of transportation
• Perform expediting and/or tracing activities with carriers, packers, and shipping agents
• Support purchasing with carrier related insurance claims for overage, lost or damaged cargo
• Audit freight bills
• Ensure compliance with all local, state and federal regulations related to transportation, import and export.
• Arranging for maritime surveyors
• Supervising or coordinating ship, barge and charter aircraft loading / discharging
• Determine requirements for, obtaining and administrating export or import licenses of countries through which a shipment will move. Determining and administrating customs and other Documentation requirements.
• Supporting and administrating logistics services in coordination with buyers and contract administrators

Identify/Generate/record Cost Savings in Projects under execution by:
• Exploring change in terms with vendors (FCA-FAS/FOB or FOB to FCA)
• Rate comparison and spot checks of out of contract shipments
• Cargo consolidation possibilities across projects
• Monitoring market developments that may have positive or negative impact on the project schedules/logistics spend and take appropriate action

Support Corporate Logistics function:
• Maintain and constantly update Global contact list of Freight Forwarders, carriers, heavy haulers, other logistics service providers with whom Fluor Global offices interact
• Act as single source for providing budgetary quotations for Buyers/Corporate Strategy/Others from Fluor Global network.
• Maintain database of carriers/trade lanes across segments, including Heavylift Carriers, Breakbulk Carriers, Liner Services across different trade lanes, Self Propelled Deck carriers, Tugs and Barges, Container Carriers
• Maintain technical specifications of most of the regular carriers including, Vessel particulars (Built/Length/Beam/Draft/DWT/Gear Capacity), Clear Deck Space, Dimensions of the Holds including box dimensions available within holds, Vessel deployment outlook (Trade lanes/Long term charters etc)
• Maintain regular communication with carriers to identify commercial opportunities from possible empty/light back-hauls, space availabilities on specific voyages etc
• Explore options for long-term rate negotiations with carriers
• Assist Global logistics leads in RFQ preparations and bid evaluations
• Lead Project Logistics & Delegate responsibilities to team members

• Provide technical and administrative direction related to the established Company, Material
Management Plan and/or project policies and procedures
• Perform periodic formal and documented functional reviews and audits of project Material
Management execution
• Prepare and present Logistics-related indoctrination and training sessions to department or project personnel
• Prepare and issue relevant Material Management/Logistics reports
• Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule
• Review, analyze, and negotiate Terms and Conditions, based on Prime Contract flow downs
• Advocate the use of the Material Management knowledge management portals and communities
• Maintain the highest ethical standards of Material Management professional responsibility
• Maintain effective client relationships through client service excellence in execution
• Prepare written or oral presentation materials in support of regional or business line proposal activities
• Review and action planning reports to appropriate persons for follow-up to support Fabrication or Construction
• Maintain knowledge of safety policies and procedures and performs assigned duties in a safe manner and, if supervising others, has responsibility for their safety and ensures that they comply with established safety policies and procedures and use safe work habits
• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities ,and timely performance feedback
• Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
• Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
